What if,the cartels are back to using tunnels,the cartels can run more drugs through tunnels while your busy chasing all the cartels red herrings,as large the truck traffickers can be,that's less than 20% of what can move quietly through tunnels.Wouldn't the cartels understand this and law enforcement looking one way and moving in another way? IF the Fentaynal is being shipped from China's ports and if China's using another countries ships,we should find the ships and start boarding these drug containers on the high seas,
