Most of that infrastructure is diverted to replenishing government pensions not shovel ready projects,its the same action Obama took,he touted 800 billion dollars was going to shovel ready projects and 3/4's of those funds went to teachers unions in deficit.Democrats never use the funds correctly,but just abuse the tax payers and get away it .
