This type of agency deception of lying has been going on for more than 75 years,just read the CIA novel written in the middle 1950's, oddly enough the title of the book "The Culture of Deceit" authored by two former CIA agents. Putin wasn't even at the Kremlin ,he was at his home outside of Moscow,you can bet it is a Putin covert action that will fuel Putin's propaganda ..... it's a distraction as Iran and Russia are closing in on a coup to upend the Turkish government, Putin is a slime ball dictator obsessed with overthrowing Turkey and he's incorporated Iran's theocratic government to engage in a takeover much like happened in Iran when the religious zealots overthrew the Shah of Iran.... the plot thickens.
