This is actually not an Issue. You just need to separate the Office from the Occupant. Any Crimes that were done PRIOR or AFTER a Presidency you treat it like it was done by an ordinary citizen, which the President is if not in Office. If done during a Term, you Impeach and try to Convict, which brings the President back to being an Ordinary Citizen, and then you Prosecute.
BUT if the President commits a Crime while in Office, and you DON’T get the President removed, then you have to wait, and hope that the President doesn’t get a Pardon, like Ford did with Nixon. Otherwise, Prosecute as long as the Statute of Limitations are good.
And if it upsets the Apple Cart and the Clintons, Bushes and Obamas are suddenly Crapping their Collective Pants, too bad.
