The CIA and the army and the chiefs of staff from the navy and the airforce and the whole of the pentagon urged Kennedy to strike Russias with guess what nuclear weapons. Kennedy that day had lunge with a previous Secretary of State who suggested that he negotiated with kruschev and Kennedy did just that. Kruschev told Kennedy that the reason why they put missiles in Cuba was because the Americans had installed missiles in Turks which were directed at Moscow.
