  1. There is no universe where Minnesota goes red and Wisconsin goes blue. No amount of fortification will cause this to happen. People in both states would immediately call out the longes blue strong hold being a swing while a consistent swing/lean right state going blue. Even the Dems know they can’t fortify that much.
