There were a couple of bad apples it caught early on - but far more was cops getting their private time invaded which is why they didn’t want them (going to bathroom, getting groceries, picking up kids in an emergency etc). The vast majority backed up cops stories which is why it went from weekly claims of injustice to yearly.

They may have mistaken a cop “pulling a side arm” for putting their hand on it. Those are very different interactions. A lot of cops just rest their hand on it because it’s on their hip. If he wasn’t used to the interaction with American police he may have misinterpreted what was going on. Many teens have claimed a cop “pulled a gun on them” but it’s usually seeing a gun or taser and not realizing cops have them on them at all times. Pulling a gun even by a back woods cop in the 90s would not be something he could get away with. Had your friend reported it he would have been immediately dismissed and possibly faced fines/jail time for that action.
