I live in a border city, and I have had to have a visa every single time I crossed the border, even just to go to the dentist there, plus car insurance if I drive across the border, ever since the first time I went in 1973. And you have to get a visa on any flight you take into the country. The flight attendant just hands you the form when you take off, then you fill it out and hand it back in your exit from the plane. However, I have never had to pay for one, so that’s new. Good on Mexico!
