  2. We have too much of a social divide to ever introduce the Finnish system. It’s impossible to fix.

  3. @ The number of pupils with a EHCP is very low as a percentage and they are incredibly difficult to get, they are a minority. Lots of people want it because schools have finite resources so having the diagnosis ticks the box for the resources needed.
