The problem with the Maginot line was not that it was penetrable, but that it did not effectively extend across the Ardennes and the border with Belgium. The Germans went around it, not through it, so one could say that it worked for as far as it went. You can't say the Germans had a different defensive philosophy when their creation of the Siegfried Line indicates they also valued fixed fortifications on the defense.
