  2. it doesn't even matter if they were at the same altitude, they not not supposed to pass over the same spot on the the ground. The required lateral separation was not accomplish by the helo.

  4.  @David-i9q8r  No they didn't, they switched the smaller jet to the shorter runway to allow more of the heavier jets to use the longer runway. Very common at DCA to keep the traffic moving.
