  1. Perhaps getting the stamps for the case head was easier in such letters? (Presuming they had to purchase them.) That, or such letters were already present. I suspect making a case-head stamp in “Persian” might be a real problem if they want the stamps to be legible and last any real time while making the cases. I also suspect the stamps would be “E.D.M.” (Electrical Discharge Machined) in an alloy like hardened D2 steel.

  3. This sort of enforcement seems “common” in hard-core “Islamic” countries, e.g. “Mutaween” in Saudi Arabia. Not sure what they are called in Afghanistan, or what Daesh calls their people, but in such regimes - it seems the usual for authoritarianism, irrespective of the ideology - Purity is a Big Deal. and “there is but one true correct way of being,” tends to be rigorously enforced.

  4. An authoritarian one. Authoritarianism is BIG on the idea that there is but ONE true correct way of being, and most/all people MUST measure up - or be punished. The usual, yet unstated, reason is the Potent Magical Power implicit in a Pure society, a society that acts with ONE mind, ONE will, and ONE body. (Best illustrated by Nazi Germany) Note that the ideology will not matter to the Leader/Leaders. If it works to justify the extreme conformity implicit in the idea of Perfection and Purity, and the forming of the masses into fungible component parts of a Single “organism” it will be used.
