  1. It has a historical precedent - things like this were done in WW2 on the eastern front by the Russkij. Germans too. Torture was a given in both regimes, simply because Torture is INTENSIVE DOMINATION and DOMINATION is how you keep people down and in line. The big deal is that it’s been an Authoritarian Regime in Russia for better than twenty years, and a lot of the casual brutality of life in a place where “the Leader’s Will is the only Law” has filtered down into the bulk of the populace. This creates Sociopaths; and the people who are born being that way - Psychopaths - can readily rise to the top of many hierarchies, e.g. Prigozhin, (probable).
