  1. This is why countries need to keep their shortwave stations ready to go, in case someone or some event causes other means to be no longer usable. I would keep them up just the same, and still transmitting on a regular schedule.

  7. Of course they deliberately target civilians. The goal is to instill terror in the whole of the populace. Putin does not care if the whole of his engulfed territory is rendered uninhabitable. The important thing - to Putin - is to have the whole of the country in his belly, where it can rot where he thinks it belongs.
