Since there is very little in the way of rubles outside Russia, the buyer will now need to open and maintain ruble accounts in a Russian bank. That means Russia controls whether or not the account is blocked on its side. I believed NordStream 2(NS2) was a serious mistake, where Merkel at behest of USA entrapped Russia into holding off on building gas infrastructure going East. I now see it as a head fake by Russia, that while they’d have been happy to sell the gas to the EU if things went better, the real purpose of NS2 was their negotiations with China. Chinawas squeezing Russia very hard on gas prices. NS2 gave Russia leverage in negotiations with China until the USA supplied China with the urgency to pay a better price for pipeline gas by threatening the sea routes. Committing to NS2 also gave the Neo-cons illusion of a lever they thought they could use at the right moment. It also gave Western Business Interests with Russian investments a lever to stave off profit threatening sanctions, by offering a illusion of future leverage. Merkel never was that bright, she was just good at beating German Politicians of a lower grade than they use to have.
