  3. My experience was 30 years ago. I have a theory that the USA occupation of Japan, which is still on-going, makes overfamiliarity with English a tag that one's loyalty is at question.

Several of my friends in Hong Kong told me that among their Hong Kong contacts they only counted their kindergarten and elementary school friends as true friends, that by the time of high school you start to wonder if someone becomes your friend because you offer them an advantage. I would think that this is probably true in Japan, and thus Japanese tend to wonder if your interest in them is for some sort of gain/advantage, and unless it's a mutual gain then who wants to be used.
