  3. Sanctions create profit for competitors, and the beneficiaries will pay some of that profit to maintain the sanction. It's only when other parties can profit even more, and therefore can invest even more, that sanctions will be undone. Barriers, such as making bribes (political donations) from foreigners out of bounds restrain the competition to undo sanctions.

  7. Don't forget Hamas is Suni ans offshoot of Muslim Brotherhood, who hate Shite Muslims, and Iran in particular. The people in Gaza cheered when Assad fell, and they cheered when the Sunni right-wing militias began to slaughter Shites in Syria. There is a limit to the brotherhood between Iran and Gaza. Iran will protest the massacre but there's no way they're going to let their own people die trying to help somebody who wants to kill them.
