The US is highly dependant on its internet-based economy while the Russian economy is not heavily dependant on the internet. Shutting down the internet would be a form of asymmetric Warfare in that case. The u.s. is highly dependant on Imports, while Russia is not so destroying the Panama Canal or opening unrestricted attack on Merchant shipping would be a form of asymmetric Warfare. Etc.

This deal was never meant to go to completion, just enlarge the Overton Window for some other weapons package. As to leasing USA nukes, they were designed from the bottom up to be nuclear platforms, even the attack submarines are built to carry nuclear armed cruise missiles. How to prove they are not armed with nuclear weapons? Leasing them would make their home ports legitimate targets for nuclear strikes.

Some of that markup is to pay for the extra costs, but another significant cost will be "donations" to favorite off-shore bank accounts, charity trusts, etc. of the European bureaucrats, to keep them from looking too hard. This is exactly how Marc Rich made his fortune relabeling domestic oil in USA as imported oil, to get around Jimmy Carter's price freeze on domestic oil. He was bribing half the Congress, as well as customs, energy department, and IRS administrators.
