@andersjjensen I think most countries have laws for that kind of thing with the flag, but I havent heard of anyone ever getting arrested or fined because of it here in the Netherlands. Look on wikipedia, the page for every country's flag will have a section with "flag instructions".
In Netherlands, the flag must be raised at sunrise and drawn down at sunset, it may not touch the ground and it may not be decorated in any way except for an orange pennant on specific dates which are birthdays of specific members of the royal family, the former queen who abdicated but is still alive, the king, the queen and the crown princess.
In recent years people, specifically farmers, have been flying the flag upside down as a sign of protest, and no one has been fined or arrested for that although it is technically against the law. People have been asked not to do that on 4th and 5th of may (Remembrance day and Liberation day) and afaik there have been no incidents at those dates.
Of course in Putin land any excuse will be used to lock up people who are in any way even superficially critical of or disrespectful to The Glorious Leader.
