I heard it said about the roads once, that contractors repair them in the winter, so they can come back and repair them again in the summer.

@Felixxxxxxxxx yes thank you for explaining the joke. The other half of the joke is that if you put down tarmac at -30 it doesn't set and it'll just fall apart anyway

@reformCopyright In Netherlands we spend about 0.5% of GDP on all government infrastructure projects, new and maintenance. And that's pretty much the highest % in the world. Including canals and dams and stuff. Only about half of that is for roads and road bridges and tunnels. So yeah it was a joke lol. People are touchy. I was just referring to the probably fake data that ru is spending 15% of GDP on military.

@DoubleDragon539 eh by most estimates we should be spending at least twice as much on infrastructure, our bridges are falling apart too, there isnt enough investment in public transport, all the roads are jammed. The inland shipping industry is falling apart too. Just because we spend a bit more than other countries doesn't mean its actually good. It's just less bad.

@chrisalex82 we basically have one euro army through NATO. Everything is coordinated and integrated. Countries give each other contracts for producing equipment. Joint training. Joint deployments. Joint command.
