  1. Easier said tha; done. Modern office high rises have floor plates that don’t bode well for residential use. That a a zillion issues , many dealing with public tastes and building codes. You can do these conversions in some older office buildings , specially the pre war types. New ones , it’s a round peg in a square hole.

  2. If NY wants buildings occupied , then cut red tape on repurposing and throw in tax incentives for conversions aimed at buyers. That what São Paulo , Brazil has done with its derelict historic downtown. What NY is doing is passing the buck with feeble non enforceable measures.
