  2. They also were prepared due to the SARS outbreak JUST IN CASE another pandemic hit. They tested, wore masks, locked down and gave aid packages (food, supplies, etc) to people as well as tourists IIRC under quarantine. Not to say its perfect but if I spoke the language I'd be gone before covid hit.
