He can't close the department of education without the Congress He can close USAID without Congress because it was not started with a Congress law but crater started it with an executive order He can't cancel birth right without an amendment supported by the Congress But he obviously can deport people who don't have the right to be in America, he can hire whoever he wants as a government employee, he can give security clearance to anyone without a conflict of interest, he can pardon anyone , he can take away security clearance
