Intent is just a part of the definition of genocide outlined in the Genocide Convention (which I read in the beginning of Israel's disproportionate attack on Gaza when The Centre for Constitutional Rights first brought a case of complicity in the commission of genocide against Joe Biden, Lloyd Austin, and Antony Blinken). Furthermore, as the case in the ICJ at the Hague outlined in evidence, the point of "intent" as well as "incitement" is remarkably easy to prove in this case. The remarks of Netanyahu and Yoav Gallant made their intent very clear.
