Corruption in government might help those developers for a while, but soon it won't, and they'll be left with stranded assets.

Also, Germany's problem is high interest rates, their energy costs are actually low now. Additionally, the Russian economy is about to start rapidly shrinking in 2025 according to the IMF, and the trend will continue for at least several years. 🙂
