  1. Germany has a clear obligation, under the terms of the Genocide Convention, to do all it can to stop the commission of genocide at the earliest point that it is aware of the risk of genocide. The point at which the ICJ ruled that there was a clear risk a genocide may be happening is the clear point at which the German government should have ceased all arms trade to Israel. By ignoring the finding of the ICJ and continuing to arm Israel the German government is complicit in the genocide, by the fact of knowingly aiding and abetting it.
