@dragondancer1814 Always; except for in very rare disorders such as Swyer syndrome, which is caused by rare genetic mutations, and which is classified as a disorder of sex development (DSD). Such females will not be able to undergo puberty, as their bodies can't produce the required hormones, as they don't have ovaries, but instead have functionless scar tissue in place of ovaries.
