  2. Well, if this causes people with multiple properties to sell up in droves (as landlords in the comments are implying) it will finally be the break that young people priced out of the home-buying market need. Excellent.

  5.  @frasersamuel2867  People would need a smaller loan. Much closer to what their income can handle. Just like what the greedy Baby Boomers benefitted from when they were young, and houses were much closer to people's yearly income.
