He was dishonestly changing the argument and feigning lack of understanding of what "systemic racism" means, It is an umbrellas that encompasses a range of issues including problematic justice system truths (specifically disproportionate minority incarceration), historic polices of systemically enforced economic marginalization (Red lining), minority targeted marginalization through the mobilization of public resources (drug war). There are good answers to his question and his only answer is to move the bar again by re-feigning ignorance. This may be compelling to some but is not sign of a good debater, it is a rhetorical trick that undermines your own intellectual credibility or stated understanding of the source material. .
