  1.  @Orden42195  "they have many other things to protect" And Russia has about 30K railway troops, nukes to maintain and the longest borders in the world to guard. All of that is carried by their military budget.

  3.  @xmaniac99  You were suggesting complex integrated circuits. What they do with their Elbrus they can just as well do with scavenged Pentium 3s. It is about keeping up, and they are not doing that.
