All the data I have seen so far mixed immigration numbers with citizen numbers to a large extent. I have a HUNCH based on perusal that Israel is way more likely to give residence than citizenship to the non-chosen ones, for example.

They are not deleted manually (in general). They are deleted through a mathematical Bayesian filter. A bunch of variables apply a certain value to certain syntax, word usage and number of words used (and probably IP numbers and posting speed too). There are also certain words that increase the chance of flagging. For example, the hebrew word for "not jewish" will trigger the filter 100% of the time. One learns how to "write around" the filter if one understands these aspects.
