Even then they won't get any certification. The only fully domestic plane they can produce today is a 30 year old turboprop with 90 seats. A government stimulated industry due to sanctions can at best only tread water. They will not be able to compete.

You are talking about countries that manufacture or create 95% of devics and items of clothing you use and wear. You are talking about nations that represent more than 50% of the world's GDP.
