I see the whole thing well, it does make sense. Think of it like running a herd of cattle into a gate but at that gate there is what's called a cattle guard. The road is not solid and wider than they can jump in distance and has grating or bars spaced just wide enough for a livestock's feet and legs to go through so it is a strong deterrent for them to stay on one side of it. This looks exactly like a loading gate pen/yard if you will, a place where you redirect a herd of stock toward a narrower and more crowded opening that allows tighter management of direction/speed/etc. by either fences or riders on horses, and this small kill box is a cattle guard. The entire herd would press from behind forcing many to destroy their feet and leg bones immediately rendering them completely helpless. Now imagine hundreds of panicked wild livestock (I imagine elk) with badly broken legs floundering around just trying to stand up on those rocks with broken legs, much less resist the push of the rest of the herd that is blind to this spot since it is just barely out of sight over the rise until you peak that "saddle" and it's too late. This is a genius arrangement and would indeed likely work with elk and any other herding grazing animals. In fact, due to its location and arrangement, I would not doubt it was specifically an elk herd hunting tool. Buffalo may occasionally wander that high in hot summers so seems a lot of work for infrequent use. But the elk would indeed be frequent routine visitors crossing well-established migration trails back and forth as the year went on each season right in that specific type of terrain and altitude and can have absolutely enormous herds. I'd even almost bet if you did a bit of research you may find a nearby known and recorded by the wildlife agencies of an elk migration route. This just screams of elk due to its altitude and location with all the grazing in it. It would draw them there for the grasses.
