  3.  @You-were-seen-kid  if you hire soldiers from counties with uncontrollable/accepted corruption you will have problems. The soldiers/managers are largely products of the countries from which they hail. There are compatibility problems with who is helping who. I.e. US law enforcement can't even work effectively with their equals in Mexico. Corruption runs so deep, the police in Mexico can't be trusted. This is the problem the UN faces in cultural Integration for their mission.
