i think he's wrong on this one
the article he cites gives the states control and authority over their state militias
so the federal government didn't have the authority to call on the states to do anything
not in the sense of an order
secondly , the founders may have been afraid of the national military but they
also considered it possible that a future gov't may turn against the people
