It should not be allowed in any case. Gerald Ford pardoning Richard Nixon set an extremely bad precedent in that it cleared Nixon of crimes that, by rights should've had him charged with high treason and sentenced to life in prison with no chance of parole. Trump acted criminally throughout his 4 years in office and there's enough there to have him sentenced to at least three life terms in prison, so Trump should NOT be pardoned at all!
