  2. Neither Democrats nor Republicans should have ANY say whatsoever in the drawing of electoral boundaries in ANY state. Such decisions should be made by, and maps drawn up by a totally neutral outside authority, preferably outside the USA itself, like Canada, Britain, Australia or New Zealand, and neither Democrats nor Republicans should have any right of appeal against the decisions made by this outside authority.
