  1. Cable transmission is ENTIRELY THE WRONG CHOICE for Public Access TV as it defeats the very purpose it's supposed to promote. To access cable services, you have to subscribe to a service provider which may, but more likely may NOT include a Public Access station in its package. However, if Public Access TV was on the free-to-air terrestrial VHF or UHF bands, anyone and everyone could receive the station provided it transmitted a good, strong signal with enough ERP(Effective Radiated Power) to cover its service area adequately.
