  1. Thing is, Ukraine has only added a limited number of jam-proof weapons. NATO has plenty of them, like the Tomahawk missile, or laser-guided munitions. Jamming doesn't help you against NATO. In fact, they are an excellent way of advertising an important target. There are no stealth jammers.

  2. I think the main reason why Ukraine attacks these strategic radars is to make continuing the war ever more expensive for Russia. And it is forcing Russia to withdraw air-defense assets to protect these strategic targets.
