Each person is liable for his own actions. No-one can claim "Befehl ist Befehl" and deny any personal responsibility. If someone asks you to do crime, even if he/she has authority over you, it is your duty before the Law to reject those instructions. And it is also your personal responsibility to know what is a crime. Ignorance of the Law is no defense either. Obviously, you can then no longer stay in that organization. Which is why you should resign immediately when asked to do crime by your boss.

It doesn't matter that Meadows didn't understand his own role. It is that he committed crime for his Capo. Men of integrity don't do crime, even when asked by one with authority over them.
