It is wrong to say that there were no victims in this case. There were. Namely, the competitors who would have wanted to buy the properties that Trump bought, but couldn't get such good rates or such high loans with the banks because they didn't commit fraud. And also the banks, who unknowingly ran a bigger financial risk than they were aware of and their regulations allowed. Business rules are supposed to create a safe and fair playing field. By his fraud, Trump gave himself an unfair advantage. Similar to an F1 car being two pounds lighter than regulations allow. Those F1 cars get disqualified and lose all points he earned during the race, and Trump is going to pay back the profits he made fraudulently.
