That McConnel can get away with not handling the 600 bills on his desk is obviously a flaw in the constitution, but it should be fought in the courts on the basis that this practice prevents the Senate from passing a bill as is its constitutional duty. It also frustrates the Will of the People as expressed by the House. AND THE CONSTITUTION HAS A DEADLINE FOR THE PRESIDENT TO SIGN OR REJECT A BILL! For the President, there is a deadline of 10 days (excluding sundays) after which it is assumed he has approved of a bill if he remains silent. It would be very much in the spirit of the constitution if such a deadline were to apply to the passing of bills in the senate, or more generally, for each house to pass bills originating from the other house. Passing a bill should not take much more time than for the president to formulate his concerns about one he will not sign, but it would be perfectly OK if the deadline for passing a bill was to be put at e.g. 3 months or even 1 year. As long as there is a deadline. The Democrats have been far too weak in fighting the break down of democracy in the courts.
