One factor in the two-tier Justice system current in the USA is the ability for rich folk to throw frivolous law suits about in order to run down the clock or exhaust the finances of the other party. Judges need to become much more active in rejecting these lawsuits and punishing those who bring them.

  2. The Bible has the standard that when someone brings (civil) suit against someone, and it turns out to be on false grounds, the claimant is punished with what he claimed off the defendant. That puts an end to frivolous lawsuits real quick...
