There were other navies that carried infantry on ships before the Dutch, but I think the Dutch were the first to have them do amphibious operations, most notably in the 2nd Anglo-Dutch war where they captured forts en-route to chatham.

The CIWS gun is definitely home made as well! Only the cannon itself is bought from the US: the 30-mm Avenger Gatling cannon. All radar, tracking and targeting systems around it are Dutch. It is called "Goalkeeper", and is sold to several navies around the world by Thales Hengelo.

It has nothing to do with sound, and the spikes are metal. It is a room for testing large radars, and the spikes absorb radio energy, both to improve measurement quality and to protect bystanders. The radars can cook a person to death in seconds, like a micro-wave on steroids...
