In my own country, a vote is always preceded by a debate, and during that debate any Representative can table an motion for e.g. an amendment, which would need to be voted on if it has enough signatures in support. Then this obstruction by Johnson would backfire, as aid to Ukraine would be added in the amendment. The USA really needs to look at its procedures and processes in the House and the Senate. The power the speakers now have is FAR too great. Witness not only this obstruction, but also the obstruction by McConnell to put democratic bills up for a vote, and of republican committee members failing to appoint democrat nominees for important positions for reasons that have NOTHING to do with the individual being proposed. The power that individuals hold in the US political system to obstruct the desire of the majority is undemocratic.
