Re not finding a quote by Scholz: that is not necessary. The government speaks with one mouth, so if two government ministers say that Germany will not block tank shipments, Germany will not block tank shipments. Those ministers are the ones who are actually responsible for those departments, and they have authority to say such things. Scholz will be able to hide himself behind his ministers, which is cowardly, but he has no authority to overrule the words of his ministers. He is prime-minister, i.e. primus inter pares, first among equals. He is NOT a king or president who rules over his ministers. If he tried that, he would probably be overruled by Parliament, which is where the real power lies.
