  1. There is a way to get break-away Russian republics to hand over their nukes: Offer them a tonload of $$$ AND a NATO-like guarantee of protection in case of nuclear aggression. That is what was lacking in the Budapest memorandum: a GUARANTEE against nuclear aggression by the signatories. Now it was just a promise that the signatories would respect Ukraine's integrity, without any sanctions if anyone didn't. <edit> I said NATO-LIKE because to become a member proper of NATO, one would first need a stable government.</edit>

  2. ​ @Anonymous-qw  You should take some reading lessons. There were no guarantees (with sanctions) in the Budapest memorandum. Only a promise not to invade. Keeping and maintaining nuclear weapons is NOT cheap, so any nation would be glad to be rid of them if it can trust its allies.
