  1. In previous Chechnian attacks, those attacks had been inspired & led by FSB agitators who had infiltrated the terrorist organisations. The FSB is a specialist in infiltration, agitation, false-flag operations etc. In this case, I believe the FSB had prior knowledge of the attack, and purposefully did nothing to prevent it and kept other first-responders away. That is the easiest explanation for all the details we know, and according to Occam's Razor, thus the most likely.
