  1. The complexity is not in sitting in the cockpit. It is in operating the many possibilities the plane has, including the gazzillion different types of bombs and missiles it can carry and the systems necessary to arm, aim, drop, target and track them.

  2. The F16s will not all be shipped at the same time. Some of them have been used for spare parts for others, new parts would need to be obtained and installed.
