  2. That's the thing. Our governments (and economies) never organised to prepare for more than one seasonal event at a time. Two or three heatwaves in a row is overwhelming. To have flooding quickly afterwards and not just in the middle of f Autumn is another. The weeks and months following will be clear to us.
